Locked Cities (OOC) With super soldiers!

It all started in the year 2234. A certain country that had been through several wars finally had all of their scientists work together to make a device- a machine that, when hooked up to a living thing, could increase different aspects of them. It could increase one’s brainwaves to make them more intelligent, increase their strength, increase cell growth to make a person heal faster, or even upload certain ideas into their minds to make them more knowledgeable on certain things, such as increase one’s knowledge of electronics or other subjects. The machine could only change one thing about each person, however. The country took advantage of this device- they used it on their soldiers, to make some strong enough to pull large sarsens, make some soldiers as fast as race cars, some were amazing at handling computers, others were good at piecing together attack strategies and thinking five steps ahead, and another handful of soldiers were excellent at warfare.

This country that had somehow found a way to create super soldiers began to win every war it started, and so by 2300, this same country had defeated all its enemies to where all the countries left were this one and a small handful of other countries, all of which were allies of the country. This country then dissolved, too, as it and the other countries recreated their governments with a one-world currency. The era was called the Armistice Era, as there were no more wars. There was still diversity in languages, true, and each area had its own traditions kept with a leader of each area and several other leaders. However, there was one main leader of this group of countries, which has by now received the simple name of “The United World” (Or UW for short). This leader had the title of Potentate and is one of the richest in the world, having money from everywhere in the world streaming to him. He is also the most powerful, as he represented the whole world and his rulings could overrule that of any country’s main ruler.

At first, the Potentate kept the super soldiers, as a way to keep peace. Each country had its own army of these soldiers, and many found it an honor to be one of the few chosen for the task of becoming one. Go a few years down the line, skip a few assassination attempts, and the Potentate begins to get very nervous. Being weary and wary of the many attempts- most of which were done by retired soldiers that had become mercenaries. And so, in 2350 the most recent Potentate orders that all the super soldiers be round up and destroyed, along with the machine that gives these soldiers their abilities. Even though these soldiers had been “upgraded”, if you wish to call it, for the past 116 years had been creating such soldiers, there weren’t many. Only a few thousand, as the improvement of soldiers through the machine had slowed since the last war was fought, and many had died either in battle or of a natural cause like sickness and old age. Mostly the latter. There was also the fact that most of the soldiers weren’t super soldiers, as the whole time they were being created the government was still cautious.

So the Super Soldiers were slowly but surely rounded up and executed in places that were similar to concentration camps. Most of these deaths were from experiments. One camp was overrun, however, and a large group of soldiers escaped from there. Most of these soldiers settled down in a town after traveling there as a group and started their own families with locals. One thing that was never realized, however, is that whenever these soldiers’ genetic properties were changed, it became a hereditary trait. Their children had their abilities, as well.

Fast forward once again to the year 2069- 19 years after almost all the super soldiers were executed save the handful of concentration escapees.
This is where I will tell the story from a more interesting 3rd-person point of view.

“Potentate Hemmington, sir, we’ve found them.” A man of around thirty years of age rushed into an office saying this. His hair was a blonde color with a buzz-cut and he was in a business suit. Inside the office was the normal office essentials- a desk with a computer, a chair, et cetera. Behind the desk was a large screen. The office was overall very well furnished and decorated. Sitting at the desk sat a man that held a level of attractiveness to him. He was in his mid-to-late forties, though he seemed to be only around thirty-five years of age. His dark brown hair was sleeked back neatly and that combined with the dark-black suit the man wore gave him a very business-like appearance. His mischievous light blue eyes that were looking at the man who had just entered were adorned with a charismatic smile that would make it easy for even the most cautious of people to fall for him. He folded his slim fingers together on top of his desk. “Is that so?” his lips, though they kept a smile on them, pursed. The man, whom by now you should know is none other than Potentate Hemmington, was quiet for a moment before speaking.

“Where are they?”

“The city of Jansonville, sir- in the Amerr country.”

“City? How many live there?”

“A few thousand, sir.”

“Most cities today have well over a million, don’t they? So it’s too small for a city, then, isn’t it? More like one of those now rare ‘towns’.”
“I would think so, yes, sir.”

Potentate Hemmington let his mischievous smile turn into a dark grin. “Then these people are easily expendable, aren’t they?” The man he was speaking to slowly nodded, “Yes sir.” The Potentate’s dark, cold, happy smile remained. The Potentate’s icy blue eyes seemed to be lit with excitement, though his voice remained calm and business-like. “Excellent. What do you think of blocking off the city and the area surrounding it? Then perhaps we could see exactly what the reactions are?” “You mean like classic book, sir?” the man asked. “Pardon?” “’Lord of the Flies,’ sir,” The man clarified. “Exactly!” The Potentate snapped his fingers at his assistant, clearly enjoying the analogy. “And if things begin to get boring, we will send in a few of our experiments.” “Good ideas, as always, sir.” The man appraised.

“Thank you, you may go now and order for the preparations to be built. Oh- and block any outside contact. Satellites, ground lines- everything. Also give a message to them about the reason they’’’re now a locked city.”

The assistant nodded at the order and left, leaving the Potentate alone in his office. He waited for the inaudible click of the door, signifying its being closed all the way before turning around to face the large screen behind his desk. He clicked a few buttons on the armrest of his chair before a satellite view of Jansonville. It was, indeed, a small town. It had three grocery stores, a school, handful of small proprietorships, and, of course, houses and apartments. All around the town was wooded area. The Potentate looked up at the image of the town, a blank expression on his face. After about a minute of remaining in the same position, his cold smirk returned. “It’s been a while since I’ve had a good show,” he remarked. It was only a few moments after that did a see-through dome appeared around the town and a portion of the woods surrounding it (about 10 miles in all directions). The dome, while see through on the outside, the inside of it wasn’t see-through. It had been specially designed for trapping large areas of land- originally used to capture criminals, but it was being used for a different reason, now. The top of the dome, for those on the inside, was nothing more than a screen made of thousands of small pixels fitted together that showed a fake sky and a fake sun. It was designed to have its own weather system complete with any sort of storm- from rain storms to hurricanes. The sides of it, however, only showed a sleek silver wall that seemed to go up forever, and if one were to try to dig under it, it would seem to go down forever. As for touching the wall- such a task would be hard, too. The surface of the dome has an electric current running through it that shocks those who touch it. The wall was being created by constant supply of electricity. The cost for such a task was who-knows-how-much, but the amount was nothing for the richest man on Earth.

Serenity was sitting in class, bored out of her mind. The teacher was showing some video from the internet about current missions to Mars. Who cares? She certainly didn’t. She yawned, her head resting against her arm. It was then the board showing the video went blank. Well, in a way it went blank. It was really just stuck on a sign that said, “No connection found.” Serenity sat up and looked at the board, confused. The teacher made some comment that was around the lines of, “See? This is what happens when the school refuses to replace Smart Board V7s with individual Activity Mainframe Divisions!” The teacher went to her telephone and was about to type a number when the Smart Board switched back on again. Only instead of showing the video about Mars exploration and beyond, it showed the face of a business man with blonde hair styled in a buzz-cut on the screen.
“Hello there,” he smiled, seemingly a cheerful, friendly face. “This is a message to all the people of Jansonville in the country of Amerr. The UW has heard of your holding wanted soldiers in this town.” Serenity had her palms pressed against her desk and she standing, now, staring intently at the screen. What? There were fugitives here? The man continued. “So we have been instructed to keep this town on lock-down, at least until all the soldiers and their families are identified and killed. Please do not take this personally. The Super Soldiers that had been banned several years back have taken refuge here, and they are considered very dangerous. We would like to ask for you, as citizens of Amerr and the UW, and also as citizens of your town, to take these matters into your own hands. For now, all of your forms of communication outside your town have been blocked. So have any delivers, as well. Once these soldiers and their families are eradicated, it is then that you’ll be able to live in peace once again in your happy, small town. Thank you.”

It was then that the screen went back to the “unable to connect” sign and everyone just stared at it, even the teacher. After a few moments, the teacher turned around, obviously ticked off. “Okay, so whose idea was this prank? Linley? Justin?” Both of the boys just stared at the screen, slowly shaking their head. Serenity had never seen Linley with such a scared face before. Everyone was quiet, unsure of what to do. A male voice rang through the speakers, then. The voice sounded like how everyone felt- confused, shocked, and even a little scared. “Attention, teachers and students. This is your principal. I would like to ask that everyone gather outside, as the mayor has just asked that.” Everyone quickly moved out of the classroom, now realizing the urgency in the situation.

Okay, so I decided to stop there before I began telling a story instead of starting a roleplay ^_^’. Basically, here’s the idea for the story: normal against metas. The rp, if it goes well, will hopefully branch off into a larger plot I’m planning on. Whenever the rp starts, it will probably begin with the meeting the mayor has just called.

Here’s the best part in this rp: you can play any age (that’s reasonable and easy to rp as- no 5 year old kids or 90 year olds, though) and also play as a meta or non-meta. If you choose the meta category, you can either play as a soldier who had escaped the concentration camp or if you prefer playing younger characters and want a meta, you can play as one of their kids. Simple, right? In this rp, there will be a lot more regular people, but don’t worry if you want to use a lot of metas- I can easily add in regular people, myself, and am willing to if the rp calls for it (most will have no sheets, however). This can be described really closely to a more modern version of Lord of the Flies with a twist. Basically, what happens when everyone is left to the “every man for himself” rule and society and morals are eventually killed or lost.
The setting was described earlier, but here’s a better picture of the town:
Being in the country of Amerr (Which you should now be able to associate with America Razz) and in the middle of the woods, at that, the small town of Jansonville is a hunting town. It has three small grocery stores where you can get your everyday needs, a school that you just saw a small glimpse into, a few proprietorships (some of which include a small diner, a hunting store, and other little businesses here and there like an insurance company). All of these are around the same area, to the Northern area of town. Everything else is just apartment complexes and houses.
Rules:

1: Please follow these rules,’kay? XD If you don’t, I’ll give you a warning. If you continue ignoring the rules, a freak accident will happen and all your characters will suddenly be smashed by random falling anvils like a Looney Toons carton. Okay, just kidding. Though I will kill off your characters if you do so.

2: I would like for each post to be at least one paragraph long, is this is a literate rp.

3: Okay, this rp is meant to be fun. When it comes to correcting people on science stuff, I’ll allow it up to a point. But if you wish to make the possibility of blah-blah-blah a discussion, please be so kind as to move it to the general discussion. ^_^’

4: Characters are going to get killed. Please don’t complain unless the killing is done in the most over-powered way.

5: You now the basic stuff- no overpowering your characters, g-modding, etc.

6: Each meta in this rp is allowed to have only one power. That’s it. Zap. Nothing else. Please read rule 9, as well (hopefully you're reading all the rules, though). And to make sure that you aren’t just skimming the rules, I’ll add right here that you have to add in the words “locked away” somewhere in your post.

7: Please when cussing at least bleep out a few letters. Also please keep sexual interactions to a minimum. I'll allow a little bit, but please keep the romance PG

8: Though this rp is set in the future, it can still hold present day technology if you want. This is for everyone’s sake to make it easier to understand the item someone holds. You can easily just say something about how your character finds their hand-me-down iPhone is, “Sooooo out of date. It only holds up to 64 gigs!” You get what I mean XD

9: Please, no element control ^_^' That's the one type of power i won't allow. The most encouraged power are ones that have to do with an increase in some human aspect, but others will be permitted. Here are some examples:
- Increase in the five senses
- Able to heal one’s self quickly
- Strength increase
- Speed increase
- Perfect aim
- High IQ/ ability to piece together different ideas and options quickly/ think ahead
- Knowledgeable in technology/ able to easily hack into technology devices (only unable to hack the Wall, sorry Wink)
- Knowledgeable in warfare/ able to plan warfare well/ fights well
- Knowledgeable in *insert some random subject here*

Damn, hahaha, I had something similar to this (city of metas on lockdown) and was about to post it. Oh well, I'll save it for later. This looks interesting, though.

When you say only one power, can several powers fall under one overarching ability as long as they're all related or does it have to be specifically one power? For example, could a meta sniper have enhanced vision, stealth, other things necessary for sniping, or would it have to be just one ability?

Suffice to say Selena caused a fair amount of Florence Nightingale Syndrome during her tenure as a medic for the UW. With electrifying grey-blue eyes, dirty blonde hair typically kept back in a ponytail, and the kind of cute features that would've gotten her profile pictures quite a few likes on Facebook (had she been born two hundred years earlier), Selena's been the subject of as much jealousy as she has unwanted affection in her life. Of course, these affections are typically stopped when people realize who her husband is, but I digress. Selena's maybe five seven, and far from the most physically imposing figure in the room. She's lithe and in good shape, having taken up running and sparring with Daniel in her free time. Her typical garb, if she isn't on-duty (which she isn't, not anymore) is usually a casual t-shirt and shorts, or maybe jeans and a jacket if she's doing something where she might risk blood being splattered on her (i.e. assisting Daniel with one of his little projects). She typically has a bored expression on her face, like she really couldn't care less, and is usually chewing gum.

Personality:

She's fairly intelligent, but tends to zone out a lot or be oblivious to social situations (when, however, the bullets start flying, Selena's apathy quickly vanishes, replaced with a professional attention to detail) entirely. She was an actress in high school, particularly liking improv, and tends to be able to get along with most people fairly well, even if she's only putting on a facade. Selena tends to be more pragmatic than Daniel, but is by no means amoral: if it doesn't hinder their chance of survival, she's fine with helping other people. She's kind of a go-with-the-flow person, however, and so disasters befalling her or other people doesn't rattle her too much (unless it's Daniel). She's flirty and jokes a lot, but does it primarily to piss off Daniel, whom she's really quite loyal to. Her casual demeanor and laidback nature does tend to throw most people, but she's a quite skilled doctor.

She has some firearms training, although she's no Annie Oakley, and practices martial arts (amongst other things) with Daniel regularly.
Weaknesses: Cocky. She doesn't act like your typical arrogant type, but the youthful sense of invincibility still hasn't faded from Selena yet. She's also passionately defensive about her husband, and logic and reason tends to go out the window when he's in danger: using him as bait would be a very easy way to lure her into a trap.

Daniel's one of those types that, if he came in and took your seat at the bar, you'd decide you'd probably had enough to drink, anyways. He's about six two and has the build of someone whose muscles aren't from the gym but rather the battlefield. He has dark brown hair that he prefers to be kept in a tidy buzz cut, or at least short enough for convenience, but given he and Selean's recent on-the-run nature, it's grown out into a stylish mullet. He's not fond of it. His right eye is a hypothermic blue while his left is...nyeeehhheh. It's typically covered by a stylish eyepatch, but when he removes it, there's no doubt as to what his augmentation is. Several veins, thick and generally disturbing in nature, run into his eye from the adjacent socket, and the eye is entirely white, seemingly no pupil. Several scars run over his eye as a result of the surgery this required. The lower half of his face is engulfed in a somewhat untidy beard, which he normally prefers to leave as a gruff five o' clock shadow, but similar to the mullet...

Daniel's big. He typically wears clothes that allow him to "rough it", often in the form of some trustworthy boots, comfortable blue jeans, and a lightweight jacket over a simple shirt. He's not one to bother with dressing up, and detests formal occasions more than anything else on earth. He wears his wedding ring on a chain around his neck, along with dog tags. Underneath his shirt and jacket, you're liable to find a criss-crossing web of leather staps and holsters, assuming that he bothered concealing them. Typically, Daniel avoids going out in public (given that he stands out with his eye) and prefers the woods around Jansonville, where the UW's technological advantage is somewhat negated.

Personality:

Daniel's hard-ass exterior covers up a rather gruff teddy bear within. He acts brusquely, but it's pretty easy to get him to warm up to you-even if he doesn't ever admit it. Daniel's not particularly good with words-not that he's an idiot by any means, he's quite clever in his areas of expertise, but he's not an orator by any means. He'll go to war with no qualms, but the idea of standing onstage and trying to rally a crowd terrifies him. He holds to a strict code of morality, albeit a rather unorthodox one, as he seemingly doesn't have that many problems with killing UW troops but always sticks to his word. He's not one for small talk or stupid games, and tends to speak bluntly and directly. Daniel prefers silence to conversations, however: either that, or listening to Selena while he nods periodically. It's not a sign of his apathy, he just doesn't like talking. Daniel prefers working with his hands, and if he's sitting still he has to find something to do. Cleaning a gun, whittling, anything. Daniel enjoys reading military texts in his fair time, from Sun Tzu to Clausewitz, and occasionally entertains the idea of writing his own one day. Daniel doesn't show, or express very well, his emotions, but he feels them rather powerfully. The idea of accidentally killing an innocent shakes him to his core, and Selena's had to hold him, shivering with one good eye shutting out the world, when nightmares have woken him from his sleep. Like I said, a teddy bear.

Backstory:

I'm not sure of what the catalyst was yet, but for some reason, he and Selena hate the Feds with a passion. The recent meta extermination sounds like a good motive. He and Selena have been staying on the run as best they could, causing as much mayhem as possible. His former military experience and her medical training have enabled them to function, although it seems the cordoning off of Jansonville may finally be the end of the road for them.

Power:

Not sure what your answer to my question will be, but assuming it's a "yes, Shade, that's cool, and you're super cool too":

Daniel's body was augmented to be a superior sniper. Coupled with his training and experience, he's quite skilled at it. Firstly, his eye, which is the most noticeable part of his augmentation. Daniel's eye can see into numerous spectrums other than regular vision. He has no depth perception, but can see infrared and has peerless night vision (better yet, it isn't hindered by flashes of light). Given his broadened view of the electromagnetic spectrum, Daniel can also see (I'm assuming they've invented forcefields by this time?) forcefields and notice electrical currents. Finally, and he's convinced of this while rational, pragmatic Selena is not, Daniel thinks they somehow triggered or gave him something akin to the Third Eye in that he occasionally has supernatural visions or strange visual hallucinations, only through that one eye. Next, his body was rewired to be a superior marksman. This was primarily done with the usual techniques of allowing him to willfully slow down his heart rate and prevent his hands from trembling, and coupled with the enhanced reflexes, he's an excellent marksman with most conventional small arms. Daniel does not double tap because he damned well knows he killed it with one shot.

Strengths: Superior marksman, hand-to-hand training (he teaches and spars with Selena frequently in krav maga and judo), experience with insurgency style/guerilla warfare, and military experience. He's in good shape and functions very well in combat.

Weaknesses: By no means an idiot, but he's not very book smart, having not tried very hard in school. He's also devoted to Selena beyond anything else in the world and his snarky, rough personality covers up somebody who's legitimately scared of what the world's become and wants more than anything to fix it. His deeply-buried idealism often throws wrenches into Selena's plans. He is the one bringing home puppies asking if they can keep them; Selena's the one telling him no.

Other: He and Selena are packing enough weapons and medicine to supply a small army, which they like to think of themselves as.

Daniel enjoys reading military texts in his fair time, from Sun Tzu to Clausewitz, and occasionally entertains the idea of writing his own one day. Daniel doesn't show, or express very well, his emotions, but he feels them rather powerfully. The idea of accidentally killing an innocent shakes him to his core, and Selena's had to hold him, shivering with one good eye shutting out the world, when nightmares have woken him from his sleep. Like I said, a teddy bear.

Backstory:

I'm not sure of what the catalyst was yet, but for some reason, he and Selena hate the Feds with a passion. The recent meta extermination sounds like a good motive. He and Selena have been staying on the run as best they could, causing as much mayhem as possible. His former military experience and her medical training have enabled them to function, although it seems the cordoning off of Jansonville may finally be the end of the road for them.

Power:

Not sure what your answer to my question will be, but assuming it's a "yes, Shade, that's cool, and you're super cool too":

Daniel's body was augmented to be a superior sniper. Coupled with his training and experience, he's quite skilled at it. Firstly, his eye, which is the most noticeable part of his augmentation. Daniel's eye can see into numerous spectrums other than regular vision. He has no depth perception, but can see infrared and has peerless night vision (better yet, it isn't hindered by flashes of light). Given his broadened view of the electromagnetic spectrum, Daniel can also see (I'm assuming they've invented forcefields by this time?) forcefields and notice electrical currents. Finally, and he's convinced of this while rational, pragmatic Selena is not, Daniel thinks they somehow triggered or gave him something akin to the Third Eye in that he occasionally has supernatural visions or strange visual hallucinations, only through that one eye. Next, his body was rewired to be a superior marksman. This was primarily done with the usual techniques of allowing him to willfully slow down his heart rate and prevent his hands from trembling, and coupled with the enhanced reflexes, he's an excellent marksman with most conventional small arms. Daniel does not double tap because he damned well knows he killed it with one shot.

Strengths: Superior marksman, hand-to-hand training (he teaches and spars with Selena frequently in krav maga and judo), experience with insurgency style/guerilla warfare, and military experience. He's in good shape and functions very well in combat.

Weaknesses: By no means an idiot, but he's not very book smart, having not tried very hard in school. He's also devoted to Selena beyond anything else in the world and his snarky, rough personality covers up somebody who's legitimately scared of what the world's become and wants more than anything to fix it. His deeply-buried idealism often throws wrenches into Selena's plans. He is the one bringing home puppies asking if they can keep them; Selena's the one telling him no.

Other: He and Selena are packing enough weapons and medicine to supply a small army, which they like to think of themselves as.
